So my question(s):. Is EUI-64 meant to solve 48-bit MAC address exhaustion, or is it only meant to map MAC addresses to IPv6 addresses?

EUI-64 is used all the time, it's the easiest way to get an IP address for a ipv6 device. It's literally just the 48 bit mac address, FFFE added in the middle to get 64 bits you need for ipv6, and the 2nd bit gets flipped.
